Position facilitates development of a building program, communicates project requirements, makes recommendations, and monitors project design, development, and construction in relation to major capital projects. Establishes, manages, communicates, and updates, as required, budgets and schedules for design and construction of major capital projects. Coordinates, on behalf of UAB, the consulting services required for major capital projects, including seeking proposals, consideration of contract requirements, and managing consultant activities of architects, engineers, etc., and assists the Director in selection of consultants for major capital projects. Communicates and coordinates project design and construction activity with University Administration/clients, consultants and contractors on major capital projects and campus planning projects. Prepares project information required for UAB Administration and Board of Trustees, including status reports, project summaries, project planning reports, etc. Identifies, researches, and prepares applications for funding for governmental grants for planning projects.
ESSENTIAL ACCOUNTABILITIES:
- Provides overall planning and construction/renovation project management; coordinates design and cost estimate processes, establishes project budget and schedule, reviews drawings, and manages construction.
- Coordinates construction activities between architect, contractor, and UAB personnel such as the Users, Building Administrator, Maintenance, Campus Police, and others involving utility/service interruptions, project status, updating and other special requirements, including arranging contractor's access.
- Inspects job sites and reviews work for compliance with documents, progress of work, potential, or actual delays, and submits reports accordingly.
- Develops, secures approval of, implements, and administers project budgets bid proposals and specifications. Conducts periodic reviews and reconciliation of financial reports.
- Acts as a primary contact with external consultants; provides technical or topical information, drawings, assistance, and problem resolution for project related activities; assists the Director in development of design standards and specifications.
- Maintains project records, databases, as-built drawings, minutes of meetings, and bid proposals.
- Attends various committee/department/project meetings and other related conferences.
- Maintains knowledge of current trends and developments in the field by reading appropriate publications and attending related conferences and seminars.
STARTING ANNUAL RATE OF PAY: $67,070.00 - $100,000.00 (Commensurate with experience & qualifications).

PERSONAL: Required to possess the necessary physical requirements, with or without the aid of mechanical devices, to safely perform the duties and responsibilities of this position: sitting at computer for long periods of time, frequent traveling, prolonged standing, walking significant distances between and within buildings on campus, bending, climbing stairs, ladders and scaffolding, working in confined spaces and at heights above thirty (30) feet and working within extreme temperature ranges.

Bachelor's Degree in Engineering, Building Science, Architecture, Construction Management, or related is required. Master's Degree preferred. A minimum of five (5) years of experience in project delivery of capital projects with value greater than $10 million, involving all phases of the process that are design, bid/award, construction, occupancy, and warranty. Currently licensed as a Professional Engineer by the State of Alabama Board of Licensure for Professional Engineers and Professional Land Surveyors or eligible to apply to the State of Alabama Board of Licensure for Professional Engineers and Professional Land Surveyors preferred. LEED AP, CEFP, CFM certifications preferred. - AS INDICATED ON YOUR APPLICATION.
Experience building specialty facilities including hospital, laboratories, libraries, auditoriums, airports, central utilities plants and similar facilities- AS INDICATED ON YOUR APPLICATION. Work experience may NOT substitute for the required degree.
LICENSES/CERTIFICATIONS/REGISTRATIONS:
Currently licensed as a Professional Engineer by the State of Alabama Board of Licensure for Professional Engineers and Professional Land Surveyors or eligible to apply to the State of Alabama Board of Licensure for Professional Engineers and Professional Land Surveyors preferred. LEED AP, CEFP, CFM certifications preferred.
Driving record should meet University underwriting guidelines to drive vehicle in performance of University business. Current underwriting guidelines include possession a valid driver’s license, issued in the United States; at least 21 years of age; at least three years of driving experience; maintain an acceptable Motor Vehicle Record (MVR).
