To oversee operational matters of the School of Public Heath. To provide oversight to the financial, budgeting, human resources, facility management, space planning functions and physical plant operations of the School of Public Health in collaboration with the Directors of each unit. To serve on the Dean's leadership team and work closely with the school's senior executive and administrative leadership team to coordinate leadership across the three missions. To work in coordination with the Dean to develop school policies and procedures, ensure compliance with University policies and engage in the strategic planning process. To provide coaching and professional administrative support to faculty and staff as appropriate. To oversee and direct the School of Public Health space for optimal utilization and care to ensure the safety of all School of Public Health faculty, staff, students and guests.
Key Duties & Responsibilities:
Serves as the School Fiscal Officer and provides oversight of the School of Public Health Operating Budget to include analysis and forecasting and ensure fiscal health and cohesive fiscal support to all departments, while considering input from school leadership. Oversees all aspects of the school's finances, including annual operating budgets, grant budgets, capital needs, contingency planning and initiates/ recommends actions as needed to ensure financial solvency. Leads the School in the implementation of new financial systems and budget modeling. Adapts model within the School and develops internal processes and procedures to support change. Works with units to ensure they are engaged in budget development and management. Monitors state, federal and private revenues and expenditures as related to the School. Serves as the Chief Human Resources Officer for the school and works with Faculty Affairs and Human Resources, who are responsible for faculty and staff relations, to ensure recruitment, retention, performance management, professional development and compliance needs are met while maintaining a culture of civility for the School. Provides counsel to chairs and department administrators on appropriate methods of performance management. Leads and promotes diversity, equity and inclusion in the workplace. Leads, develops and implements policies, processes and procedures for hiring, onboarding and off-boarding faculty and staff. Develops and maintains legal documentation and formal agreements. Serves as a liaison with UAB Faculty Affairs on matters regarding faculty performance, disciplinary actions, promotion and tenure. Works with Legal, UAB Human Resources and UAB Faculty Affairs to deliver human resources solutions. Implements the strategic and tactical business plan that drives human resource initiatives. Oversees management of facilities to ensure the appropriate utilization of space, and to ensure security and safety measures are in place for the physical plant and that all School of Public Health spaces are maintained for the well-being of all occupants. Oversight includes all related facility support functions and amenities. Takes responsibility for short and long-range space planning and creating proposals to meet space needs. Leads the design, construction, operation and maintenance of the facility and equipment. Leads major and minor construction, renovation and refurbishment projects to include financial planning for each project. Takes responsibility for building security and access controls. Reviews and analyzes departmental organizational and operational responsibilities and needs. Makes recommendations to enhance the efficiency and effectiveness of administrative support activities. Participates in the development and implementation of the School of Public Health Strategic Plan. Ensures financial, human resources and space data are collected and provided in a timely manner as needed to facilitate accreditation, reporting, strategic planning and decision making. Reviews and approves all contracts involving the School of Public Health, including but not limited to affiliation agreements for student’s training in facilities outside UAB. Represents the School of Public Health across UAB regarding appropriate administrative areas. Conducts studies needed for planning and continued development. Reviews all compliance requests including: External activity, Business Associate Agreements (BAA), HIPAA privacy and security and data security for the School of Public Health. Oversees and participates in the work, support and communications for the Executive Risk Oversight Committee (EROC). Performs other duties as assigned.
Salary Pay Range: $132,790 - $215,790 Education & Experience Master's degree in Accounting, Business, Finance or a related field with ten (10) years of related experience required. Work experience may NOT substitute for education requirement. Preferences: Significant experience as the senior financial leader of an organization, including direct responsibility for general ledger accounting functions required.
